As honorary Patriarch of the newly-formed Orthodox Church of Ukraine Filaret stated during the Unification Council in December 2018 an agreement was reached that he was engaged in the internal affairs of the church and the newly elected head of the Ukrainian Orthodox Church Epiphanius external, and that supposedly these agreements were violated. Patriarch Filaret, one of the the most powerful clerics in Ukraine, established the Ukrainian Orthodox Church of the Kiev Patriarchate in 1992 and was one of the main candidates to become the head of the newly created church.
