In 1991–2017, director of the Office of the Council of Europe in Warsaw, in 2017–2022, deputy ombudsman. The lecture was a part of the Tour the Constitution - an event promoting the Polish constitution and calling for the restoration of the rule of law in a parliament ruled by the authoritarian government of Law and Justice (PiS)
