The United States has signaled it may impose tariffs on countries that sell or otherwise provide oil to Cuba, describing actions by the Cuban government as an “unusual and extraordinary threat” to U.S. national security and foreign policy. U.S. pressure on Cuba has increased since Jan. 3, when American forces carried out an operation in Venezuela that led to the capture of President Nicolás Maduro, a longtime ally of the Cuban government.
