The Tulbul Navigation Project, also known as the Wullar Barrage, is a suspended Indian infrastructure project on the Jhelum River in Jammu and Kashmir, designed to regulate water flow for year-round navigation. Pakistan objects to the project, claiming it violates the 1960 Indus Waters Treaty.
